原标题：中国“窃取”知识产权？事实究竟有多打脸|问中国

两周前，新一轮中美经贸高级别磋商在华盛顿结束。对于刚刚结束的新一轮磋商，作为中美经贸磋商的中方牵头人、国务院副总理刘鹤于19日在南昌举办的2019年世界VR产业大会开幕式上表示，双方在诸多领域取得实质性进展，为签署阶段性协议奠定了重要基础。

一年多了，中美经贸摩擦持续，磋商进程坎坷。回顾中美贸易战前后，知识产权问题一直是美国着墨最多的地方，也是中美贸易谈判的焦点之一。

包括特朗普政府在2017年发起的所谓“301贸易调查”在内，美国以“知识产权”问题发难，指控中国利用歧视性的许可制度、不公平的技术转让协议、有针对性的对外投资活动等方式来获取外国技术，宣布对中国商品加征关税，中美贸易战由此打响。
